My view: demand would come from teams that need repeatable business decisions, with the buyer likely responsible for operations, data or policy implementation. Distribution would depend on reaching decision-makers through demos, free trials and direct contact paths.
My view: the hard part is turning policy documents into reviewable rules and keeping those rules correct as policies, data connections and live versions change. Support load, regulation and competition would matter, depending on the decisions being handled.
